Dear Sir,

I have discussed the issue with our legal department and it appears that ICANN can’t take any action as indeed that specific product proposed by that registrar does not enter the scope of the Registrar Accreditation Agreement the registrar signed with ICANN or of the Consensus Policies. I would therefore recommend you to report the case to a law enforcement agency. According to the information I could find on the website (which is mostly in Russian), the proposed product is an alternative root and, although we encourage people not to register domain names under any alternative root, it is not forbidden to propose such services.
